A person convicted by a final judgment of a particularly serious crime is considered to constitute a danger to the community of the United Kingdom if he is: The Refugee Convention does not shield refugees or asylum-seekers who have engaged in criminal conduct from prosecution, nor does international refugee law preclude extradition in all circumstances.
